Vietnam’s Ministry of Industry and Trade (MoIT) has decided to review the anti-dumping duties on cold rolled coil and sheet imports from China. These duties are set to expire in December 2025. The review process will examine carbon cold rolled coils and sheets under various HS codes, specifically those with a width of less than 1,600mm and thickness ranging from 0.108 to 2.55mm. Affected HS codes include 7209.16.10, 7209.16.90, 7209.17.10, and others. The current duties on these products range between 4.43% and 25.22%.
Registration Deadline and Review Timeline
Interested parties are required to register by March 19, 2025, with the review set to begin on December 25, 2024. The review should be concluded within nine months, although it can be extended once for up to three months. This first anti-dumping sunset review will analyze the ongoing impact of duties on Chinese cold rolled steel imports into Vietnam.
Vietnam’s Increased Imports of Chinese Cold Rolled Products
In the ten months leading up to October 2024, Vietnam imported 122,780 tonnes of these products from China, marking a significant 28.7% year-on-year increase. Chinese imports now make up 55.2% of the total cold rolled coil and sheet supply to Vietnam, a rise of 1.6 percentage points. This review will likely influence the competitive landscape for Chinese steel in the Vietnamese market.
Following a second anti-dumping sunset review, MoIT also terminated anti-dumping duties on cold rolled stainless steel from China, Taiwan, Indonesia, and Malaysia as of November 12, 2024. This marks a notable shift in the region’s steel trade policies.
